Spain: A Strategic Hub for Renewable Hydrogen
Spain is positioning itself as a leader in green hydrogen, driven by its abundant renewable energy resources. A clear reflection of Spain’s growing hydrogen ecosystem is the Spanish Hydrogen Association’s Census of Projects—an extensive database showcasing the country’s diverse range of initiatives, from pioneering R&D efforts to large-scale industrial deployments.
In 2024, the Government of Spain updated the National Energy and Climate Plan (NECP, or PNIEC in Spanish) 2023-2030, a key instrument for driving the energy transition, setting increasingly ambitious targets for the development of renewable technologies.
Specifically, in the field of renewable hydrogen, Spain aims to reach an installed electrolysis capacity of 12 GW by 2030, along with a target of 74% for renewable fuels of non-biological origin (RFNBO) in industrial hydrogen consumption. Additionally, a goal of 17.26% has been set for the share of advanced biofuels and RFNBO in the transport sector.
As the capital of Andalusia, Seville will serve as the gathering point for the global hydrogen community at EHEC 2026.
The Regional Government of Andalusia has launched a Green Hydrogen Roadmap to position the region as a key player in the sector. This strategy is built on six pillars, including the creation of hydrogen clusters, strategic production sites, and the transformation of industrial areas. Through initiatives such as hydrogen valleys, Andalusia aims to accelerate the generation, storage, and distribution of green hydrogen, supporting the decarbonization of industrial zones.
The Andalusian Green Hydrogen Alliance, with over 150 participating entities, is driving renewable hydrogen development across production, storage, and distribution. The region has identified 23 projects targeting an electrolysis capacity of 3.7 GW by 2030, representing 33% of Spain’s national goal under the National Integrated Energy and Climate Plan (PNIEC).
